Policy Drive

The Alberta Party will be holding a policy convention later this year,  so this is the time to bring forth the thoughts and ideas and feedback for draft policy proposals for the convention.

A policy proposal has to be presented in a "Resolution" writing format defined as follows:

  • Title - Name of the proposal.
  • "Whereas" - Presents the need or justification including rational.
  • "Be it resolved that" - Presents the action and/or constraints including rational for the implementation.

Policy writing is very much the same as generating requirements in the technology sector, where the "Whereas" identifies the "need" or "want" and is expressed in the terms of a directive that guides and directs the service being sought by a personae.  The "Resolved" identifies the "how" to implement the directive and is expressed in terms of a directive activity with possibly measurable constraints.

The "need/want" directive is written in the form:

"<Personae> <shall/should> <be able to/desired activity> <service>".

Where:

  • Personae - Represents the individual or individuals, usually identified as Alberta or Albertans.
  • Shall/Should - Indicates the level of commitment, where "shall" indicates critical or mandatory, while "should" indicates desirable or goal.
  • Desired Activity and Service - Describes the service that will be needed by the personae.

Rationals and Sources are used to support the "need/want".

The "how" directive is written in the same form:

"<Personae> <shall/will> <desired activity> <service>".

Where:

  • Personae - Represents the responsible provider, usually identified as Alberta Party.
  • Shall/Will - Indicates the level of commitment, where "shall" indicates critical or mandatory, while "will" indicates desirable or goal.
  • Desired Activity and Service - Describes the service that will be supplied by the personae.

A list of "needs/wants" will be grouped into "Categories" if they service the same objective.  A "need/want" may have one or more "how" directives to be able to satisfy the required service.

The draft proposal content in future policy idea submissions will be presented in the following format:

Field Description
Category High level description of the policy element.
Need/Want Directive "<Personae> <shall/should> <be able to/desired activity> <service>"
     Need/Want Rational Supporting information including justification, sources or use case.
How Directive "<Personae> <shall/will> <desired activity> <service>".
     How Rational Supporting information including justification, sources.

The intent behind publishing this format is that policy suggestions can be critically assessed within each of their respective fields.  Most policy debate will be regarding the rational and if there is sufficient justification in stating the directive.  This is where CA members can provide feedback or provide additional sources to support the policy.

Some proposed policy may also be unpopular and feedback regarding proposal acceptance is also welcomed.
